According to some Bruneian webpages like this one, the Deputy Minister of Defence has the title of Pehin Sanggamara Diraja. Most others like that of the Bruneian Ministry of Defence give him the title of Pengiran Sanggamara Diraja. All of them appear to be recently edited.

Dark green flag in an unusual 12:25 ratio (a drawing mistake?) with a large yellow canton, as high as 2/3rds the flag's height and as long as the flag's height, with arms. The fly, which is bordered in red, has been cut to a point so that the length of the top and bottom sides is only 4/5ths that of the flag. The unusual pennant-shape (as compared to other Bruneian royal flags) may be due to the fact that a Pehin is a non-noble official of high rank.

I am unable to find the meaning of Sanggamara. But Pehin is the Brunei equivalent of the Malaysian Dato', a form of address for people of a ministerial position. Askar Diraja is the Royal Army. He could be the Head of the Royal Army.
